build: add a make target for checks
...
Expose make check for unit tests plus lint. It runs through Gradle and
needs neither the NDK nor a native build, so contributors can verify
changes without assembling an APK.

build breaks when using clang under cmake-3.7.1
So we should use clang under cmake-3.6 now.
