Yusuke Endoh 1f77afb8e8 Check the terminator length in rb_str_resize and rb_str_modify_expand ...

The embedding check `len + termlen` did not account for the terminator
when `len` is close to RB_LEN_MAX. Reject such sizes with ArgumentError
as the other string size checks do.
