Luke Gruber 1974cdddb9 Make blockparamproxy shareable ...

Fixes YJIT compilation bug. During YJIT compilation, it could see a
`Ractor::IsolationError` by getting the attached object of the blockparamproxy's
singleton class's (the proxy object). This object needs to be shareable in order
for the compilation to work on a non-main Ractor.
