Introduce a way to register PostScript encoders globally in CFX_GEModule. This technique is needed to preserve layering with fxcodec/ strictly above fxge/. CFX_RenderDevice now retrieves the registered encoders from CFX_GEModule internally on Windows instead of requiring them to be passed via constructor. FPDF_InitLibraryWithConfig registers the encoders during library initialization on Windows. The final result is that this allows removing CPDF_WindowsRenderDevice and makes the core/fpdfapi/render layer platform-agnostic. CFX_DefaultRenderDevice is removed as well, folding it into CFX_RenderDevice. The original hierarchy suffered from abstraction inversion: it used deep class inheritance at the frontend (CFX_...RenderDevice) when the actual polymorphism was already happening at the backend (RenderDeviceDriverIface). By flattening the frontend wrapper to a single concrete, final class, it matches the actual shape of the engine: One rendering context, multiple pluggable backend drivers.
