fix(cmdwin): set 'noscrollbind' #40556
Problem:
Opening cmdwin from a 'scrollbind' window makes cmdwin scrollbinded.
Legacy cmdwin set 'noscrollbind'.

Solution:
Set 'noscrollbind'.
